The role holder is responsible for directing the project management functions within DHCA, which encompasses: Leading the project management team to provide support in the development of Dubai Healthcare City Strategic Plan and in delivering the Dubai Healthcare City Authority (DHCA) Vision. Developing the Dubai Healthcare City (DHCC) master plan with the aim of maximizing the value and operational excellence in order to ensure that DHCA achieves its short, medium and long-term business plans. Directing, planning and monitoring all activities of all related parties associated with project delivery to ensure successful completion within defined measures whilst ensuring compliance with all applicable statutory and quality standards. Effectively building and maintaining strong partnerships with DHCA divisions, Local Authorities, Developers, Business Partners, Consultants, Contractors and other third parties to ensure mutually beneficial outcomes.
Responsbilities:
Develops strategic workforce development plan to ensure high effectivity and productivity aligned to the
Projects and Property Development Department's purpose and responsibilities.Manages and develops strong relations with Local Authorities, Investors and Landowners on behalf of
DHCA.
Defines the operating framework, policies and quality standards for the department.
Gets actively engaged in the development of operational and business plans of reporting section by providing requisite input and approvals.
Conveys organizational strategy to the team, set function objectives and provides leadership direction to achieve goals.
Leads a team of Civil, MEP & Architecture Project Managers who are responsible for managing all DHCA.
Provides oversight, strategic guidance, technical advice, audits and reviews of current and potential portfolio of projects to higher management in line with DHCA vision.
Oversees the tendering process to select Consultants and Contractors by being involved in the preparation of design briefs, operating criteria, design standards, scope of responsibilities and technical analysis.
Initiates, proposes and implements system upgrade and new procedures to achieve high efficiency and paperless environment in accordance with the policies and procedures of Dubai Healthcare City.
Liaises with external stakeholders such as consultants, contractors, service providers and vendors on control measures, technical requirements, contractual agreements and negotiations on matters related to
projects and development.
Provides professional and technical advice to higher management on development and planning and other relevant issues
